E-Revenue Stamp Payment System

The new arrangement for the payment of administrative and judicial fees through electronic revenue stamps brings radical change to the payment of these fees in Slovakia. The e-Revenue Stamp payment system is part of the computerization of public administration and belongs among the most modern payment systems in Europe. 

                                                

Options for payment of an administrative / judicial fee, which represents national budget revenue, through the e-Revenue Stamp payment system:

1.  via Payment Terminals, so-called kiosks, mostly at workplaces of the Ministry of Interior of the SR, the Ministry of Justice of the SR and courts, but also of the Ministry of Economy of the SR, the Ministry of Transport and Construction of the SR, the Tax Office in Bratislava, the General Prosecutor’s Office of the SR and the Public Health Authority of the SR.

After the selection of the required service and payment by cash or credit card, the payee receives a Receipt of Payment of Administrative / Judicial Fee (e-Revenue Stamp) for the specific service. This e-Revenue Stamp can be used at every public authority office that provides the service within 30 days of the date of purchase.

                                                       

2.  via Receipt of Payment of Administrative / Judicial Fee (e-Revenue Stamp), which can be purchased at selected offices of Slovenská pošta at the required value.

After payment by cash, credit card or the prepaid Postal Card, the Slovenská pošta counter clerk will give the payee the Receipt of Payment of Administrative / Judicial Fee (e-Revenue Stamp) of the required value, which they enclose with a submission. Such a Receipt may also be enclosed with a Submission which is sent, by post, to the office of the public authority.
The e-Revenue Stamp purchased at Slovenská pošta offices can be used at any public authority office for a period of 2 years from the date of purchase.

An original Receipt of Recording the Fee, which was purchased at Slovenská pošta offices up to March 31, 2016, may be returned by the payee to any Slovenská pošta office within 2 years of the date of purchase

                                                       

 

3.  via the e-Revenue Stamp Mobile Application which is available as e-Kolok (e-Revenue Stamp) at GooglePlay / APP Store and can be used on mobile devices with Android OS version 4.4 and higher. Since June 2017, it has also been available for mobile devices with iOS.

After registration, a payee can purchase a Receipt of Payment of Administrative / Judicial Fee (e-Revenue Stamp) for selected services using a credit card. The payee demonstrates proof of payment of the administrative / judicial fee at a public authority office with the e-Revenue Stamp QR code on the display of their mobile phone. The e-Revenue Stamp can be used at a public authority office for a period of 30 days from the date of purchase.

                                                      

 

4.  via e-Revenue Stamp Web Application, also called Virtual Kiosk, which is available at  https://m.ekolky.gov.sk.

After registration, a payee can purchase a Receipt of Payment of Administrative / Judicial Fee (e-Revenue Stamp) for selected services using a credit card. The payee demonstrates proof of payment of the administrative / judicial fee with the printed e-Revenue Stamp which they enclose with the submission. The e-Revenue Stamp can be used at a public authority office for a period of 30 days from the date of purchase.

Using the Virtual Kiosk, payees can also print out e-Revenue Stamps purchased in the e-Revenue Stamp Mobile Application.

User registration, i.e. creation of a user profile, is necessary to use the e-Revenue Stamp Mobile Application and Virtual Kiosk. Registration for the e-Revenue Stamp Mobile Application is also valid for the Virtual Kiosk and vice versa.

                                            

 

5.  via a Payment Instruction issued by an employee of a public authority office if the payee is unable to purchase the specific Receipt of Payment using any of the methods outlined above (the payee does not know the value of the administrative / judicial fee).

The payment instruction is an A4 size document which contains information about the service / fee, its amount as well as a QR / 2D code for the subsequent payment, information for the payment via a transfer order and a postal money order.

                                                       

The Payment Instruction may be printed by the Payer using the pre-prepared .pdf file from their electronic mail box, provided that the electronic service was requested in advance using the Slovensko.sk portal; the Instruction may be paid using one of the methods listed below, i.e. Kiosk, e-Revenue Stamp mobile application, e-Revenue Stamp web application, at a Slovenská pošta, a.s. counter, or by bank transfer. The Payment Instruction may be printed by the Payer after the selection of the "Pay" button in the electronic Payment Order received in their electronic mail box. In addition, subsequently, the Payer may also choose to pay by:

  1. Credit card; using his/her credit card, the Payer shall pay the amount stated in the Payment Order directly from their electronic mail box, by entering his/her card details. Once the administrative or judicial fee stated in the Payment Order has been paid, the Payer and service provider shall receive notification of payment in their electronic mail boxes. This will enable the office of the Public Authority to provide the service directly after payment. We recommend using this method due to its user-friendliness and speed.   2. Bank transfer; generally the payment shall be credited no later than 2 days after payment. Only then will the office of the Public Authority provide the service;
  3. PAY by Square, by scanning the QR code (2D bar code), included in the Payment Order. When the QR code is scanned, the payment data will automatically be transferred to internet banking, i.e. the PAY by Square function which eliminates the risk of entering incorrect payment information. To scan the QR code, it is necessary to have a mobile phone with a scanning function, and the relevant bank mobile application installed;

it is then unnecessary to print the Payment Instruction.  

The Payment Instruction can be settled in several ways:

•    via kiosk
The payee selects Settlement of Payment Instruction on the kiosk display, loads the QR code and settles the relevant amount by cash or by transfer. Information on the settlement of the payment instruction is recorded online in the central system (the payee’s submission can be processed directly after settlement).

•    via the software cash-desk of the public authority office 
The software cash-desk is a web application of a physical cash-desk of a public authority office which allows the settlement of a payment instruction by loading the QR code of the instruction. Settlement on the software cash-desk can be made by cash or transfer. Information about settlement of the payment instruction is recorded online in the central system (a payee’s submission can be processed directly after settlement).

•    via the e-Revenue Stamp Mobile Application
After downloading the application to their mobile phone and registration, a payee selects Settlement of the Issued Instruction on the display, loads the QR code of the payment instruction and settles the required amount by using a credit card. Information about the settlement of the payment instruction is recorded online in the central system (the payee’s submission can be processed directly after settlement).

•    via the e-Revenue Stamp Web Application – Virtual Kiosk
After registration, a payee selects Settlement of the Issued Instruction on the display, enters the variable symbol of the payment instruction and settles the required amount by using a credit card. Information about the settlement of the payment instruction is recorded online in the central system (the payee’s submission can be processed directly after settlement).

•    at the counter of Slovenská pošta using a postal money order
The payee settles by cash, credit card or the prepaid Postal Card at a Slovenská pošta counter. Information about the settlement of the payment instruction is recorded online in the central system (the payee’s submission can be processed directly after settlement). In some circumstances the manually processed settlement information may be entered incorrectly, in these cases the settlement information will be displayed within 2 days of the date of settlement.

•    via bank transfer
The payee settles by direct deposit or by transfer to the account stated in the payment instruction. Information about the settlement is recorded in the central system within the standard period for bank transfer processing (generally within 2 days).

In-Bulk Purchase of e-Revenue Stamps

It is possible to order Receipts of Payment of Administrative / Judicial Fee by sending a request order via email to postshop@slposta.sk or an order in writing to the following address:

It is necessary to state the amount and number of Receipts of Payment of Administrative / Judicial Fee required (e.g. 100 pieces of EUR 16.50; 10 pieces of EUR 66.00 etc.) and the delivery address in the order. The maximum number of Receipts of Payment of Administrative / Judicial Fee is 10,000 pieces for a single order.

Return of Administrative / Judicial Fee and Reimbursement

  1. In cash at any post office, if the amount of the fee / reimbursement does not exceed EUR 300.

A customer asks for the return of administrative / judicial fee or for the reimbursement:

  • By submitting the Receipt of Payment of the Fee, Receipt of Recording the Fee or Receipt of the Fee Reimbursement, or by making it possible to scan the QR code from a mobile phone, or by submitting the printed copy of an email of confirmation.
  • By submitting valid proof of identity (identity card; confirmation of an identity card issued by the respective police division together with another card containing a photograph; application for issuance of an identity card / passport confirmed by the respective police division together with another card containing a photograph; passport).
  1. In cash to an address using a Postal Money Order or to a bank account based on a Request printed at a post office.
  • SP will pay the administrative / judicial fee according to the customer’s request within 30 days to the specified address via a Postal Money Order or by transfer to a bank account specified by the customer.
